Class Title: Why Aren't There More Nuclear Powers?

Issues of nuclear proliferation occupy today's headlines, particularly
with regard to Iran and North Korea. But as much as people worry about
nuclear proliferation, it is important to remember that the problem could
be much worse. Indeed, early in the nuclear age many expected we
might have several dozen nuclear powers by beginning of the 21st
Century. In reality we have only nine. Why? How can we explain and
understand why so many nations have chosen to acquire nuclear
weapons?
