Research Interests:
Dr. Avery’s research interests revolve around two areas: healthcare quality management and regulation, and public health preparedness.
Healthcare quality is a matter that has generated considerable recent interest. Dr. Avery’s work to date has focused on quality management in medical laboratories, examining organizational-level determinants of quality control practices as well as evaluating the Clinical Laboratory Amendments of 1988 (CLIA88) regulatory program. To date, this work has generated evidence to describe a production function for quality control in the physician office laboratory, as well as providing evidence supporting a Coasian model for the economics of laboratory regulation, including findings that suggest that private sector regulation through accrediting agencies is more effective at promoting regulatory outcomes than traditional government regulation.
In terms of public health preparedness, Dr. Avery’s focus has been on the problem of defining and coordinating policies, in light of institutional biases in problem perception, to strengthen the ability of the public health system to respond to emergencies such as infectious disease epidemics or bioterrorism.
